Little bumps under my skin?..

They dont come to the surface. When a bump does come to the surface, it has a hard core or seed, like the inside dried up. And yes, I take very good care of my face, properly cleansing and exfoliating and i am on Ortho Tri-Cyclen LO. Do I need acne surgery or is this something that my OBGYN can prescribe something for when I go next week? Maybe different birth control? Any one with experience please help. This is starting to affect my confidence.
