Viruses actually need their genes for "survival" (if u can call it), proliferation eventually destruction. They are obligate parasites.

Cells need genes for a lot more functions than viruses. So, the reason is obvious.

Viruses need only one cell because they are in a way programmed to do only one thing....

Cells have more parts to be built compared to a virus. A virus just needs genes to make more viruses which are much simple to make. Think of DNA as a parts list and instruction manual for building something. Viruses are like a playhouse you build for you kid and regular cells are like the house you live in. Many more parts to put together.

Cells need genes to make enzymes, ribosomes and many other structures which viruses don't have. The virus invades a cell and hijacks its enzymes to reproduce.

Virus cells generally have very few proteins. They don't have introns in their genetic codes, also in some instances, viruses don't need to carry their own promotor. Viruses are very simple. THey also tend to be monocistronic (look this word up using webster.com)

Most other cells are more complicated. They have to handle metabolism while viruses do not. They simply have more functions to support. And Most eukaryotes are polycistronic.

A cell needs to perfom a great number of actions to continue living, it needs to metabolise energy, to move around, and to repoduce itself. All a virus needs to do is the last one of these, it has no need to respiritory enzymes for resperation nor chemoreceptors to sence its enviroment. All the viral genes will code for is the viral protein coat. As such a virus can cope with as few as 10 genes whereas even the most simple of prokaryotes will require thousands.
