I do 30 minutes on treadmill, 7 days a week on highest incline. I alternate 4.0, 4.5 each day. I have noticed that my hips and butt have been bloated, they stay bloated for about a week or so then go back down then a few days later back to bloat. I know its not fat because I can grab the bloated skin and there is nothing under it and it goes away and comes back. I drink alot of water 10 plus cups a day, I do not eat alot of salt/sodium or fattening foods, I eat pretty much healthy. If I was to eliminate the incline one week, then go back to incline and alternate this weekly, will this stop the bloat?

It sounds like water retention. I also was wlaking 3 miles a day on my treadmill on the highest incline. I started mixing up my exercise routine b/c I started building more muscle in my upper legs and buttocks and I actually had to buy a size bigger jeans. My weight stayed the same, just bigger upper legs and rear. But if you can squeeze and there is nothing there, it sounds like water. Good luck!!
