Omgsh, I need so much help,..

Ok, I will be here for about 6 weeks, and THERE ARE SOOOOO MANY DOGS WHO ARE SICK, OR DYING. I do not know what to do. I dont think there is an animal control or laws for animal abuse. The apartment im staying at has stray dogs that are outside and I found a black fluffy puppy who was sick and skinny, hes like half pug, and lab and something else. He has a curly tail and ears that stick up but flop down at the top.SOOO CUTE! Hes not sick, hes healthy just dirty and skinny. I gave him a bath, and warm food, and now he stays inside my room with me. I want to take him home back to america with me, but I cant because of the airport laws. What can I do with him??

And where Im living my neighbor found two puppies, maybe 3-4 weeks old, and they are black, half bald and something on their skin like yellow crust, I think mange, but I dont know what that looks like. I feed them but dont want to touch them, It breaks my heart though because the whine and want me to hold them, they come and run I feel like im going to cry, I will be here for awhile, im going to look for a dog shelter, and a vet. I just dont kjnow what to do after I leave, which isnt for while but still, im leaving. Any ideas? I cant even eat because I save all the food for them, and I couldnt eat anyway. But I need some help, im by myself, what should I do. Please pass this to everybody. Im in Taipei , Tiawan.
