How do you get medical care..

She's terminally ill, and has other medical problems such as her skin peeling of, bleeding, can not control urine or bowels etc. There is feces, urine and blood all over her house and on top of that, it just smells like death. She refuses to get a home nurse or go to an assisted living, but I just can't let her live like she is. I've cleaned up her place (Without her permission) but it's continuous. Hippa makes it illegal for me to talk to her doctor about anything health related. Isn't there some health agency or someone that I can all to come look at her condition and make a health and wellness decision?

California there is an agency called Adult Protective Services that investigates situations like that. Either if they are being abused or neglected or simply living in filthy and can't take care of themselves. Good luck and God bless you for caring about her.
