Hair root turning brown?

Recently my skin got very very dry and i notice the area surrounding the hairs have turned brown, especially on my arms and legs. what disease could this be??

If it looks like a brown dot at the root of your hair folicles, that could be a clogged hair folicle or pore. I got that a little bit when I started tanning. If you are tanning, thats what it could be. As for the dry skin...well its winter time :)
