He recently developed white-fuzzy spots all over his skin, he's still eating but most of the time he just sleeps on the basking area. He's not as active as he used to be. What's the best thing to do? I'm thinking about bringing him to the vet. Is this a disease? and is it going to affect my other turtle?

sounds like a fungal infection... yes it will probably infect your other turtle, and yes, it could potentially kill them, depending on which fungus it is.

how much it will cost depends on exactly what is wrong with him, how it is treated and which vet you take it to.

he needs to be treated - take him to a vet.

Depending on where you live, a visit to the vet could cost between $30 and $150. Just depends on alot of things.

If it is a simple fungus, give your turtle a warm bath in diluted betadine twice a day. Just warm enough that it's not cool. Around 85 to 90 degrees. Dilute the betadine about 1:40 or 1:50 Betadine:Water. You can fill your tub up wit about 2 inches of water, just enough to cover the turtle, and add a coupe cap fulls of Betadine.
