it is pretty much the same color as her gums and I would almost describe it as a thin skin tag...only in her mouth. Weird I know but it really has me concerned. Is this something that can occur often before molars are cut???

Since you used the term, I am assuming that you know what it is and that is is suitably small that we can assume it is not the tissue over an erupting tooth. Similar to any place else on your body, these things are generally innocuous and can be removed if you wish or ignored if you prefer.
