How is it measured and how do they figure out the effects? I heard it only takes 15 minutes to get a sunburn there. What are they actively doing to decrease the hole's size?

The holes form over the poles. Unless new zealand has a way of creating it's own magnetic pull.

The time to burn rate is based on there proximity to the equator+UV Index. This is why it can be cloudy and still burn, UV rays are in a spectrum that is NOT visible, like Microwaves.
