When she was 4, she had a positive TB skin test, but was just a carrier so they put her on drugs to prevent it. Unfortunately while she was staying with grandma, she wasn't given it regularly so now I am always on the watch for any symptoms because she cant have any more skin tests..only x-rays

I am a student RN in a bachelor of science in Nursing program. Although I am not an expert, I have listened to a lot of lungs and know that things can change so although they may have been clear at that moment, they may not be now.
Also, blue lips are a sign she is not getting enough oxygen. If this problem progresses, she may wind up with much worse problems then TB.
Take her in, get her tested, and if its not TB its something else..... as your mother you know her best, don't settle for a blown-off answer.
