Anyone know where to start ..

My daughter is 13 and wants to model she is thin and has great skin and is 5'1"...she is great with the camera...I live in Southern California and I would like to know if there's any schools out there that dont charge an arm and a leg to attend or if we should just get an agent but arent they expensive too?
